Second college group

Allow users to join a secondary college group (currently limited to the
one affixed to the email they originally sign up with). they would
simply enter their email for this college, we'd run it past all other
emails in system (to prevent duplicates), dispatch an activation link
via email, then add them to the organic group of that college (after verification) in the
same way we do at registration.
